Senate GOP Back Trump's Proposal to Overhaul Affordable Care Act

American senators are working through the weekend for the first time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to diminish as GOP senators floated a proposal unacceptable to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Growing Impact of Government Shutdown

The impact on US citizens from the longest closure of the US government in history deepened on Saturday, as federal workers went without pay, carriers were compelled to ground planes and SNAP benefits have been postponed for 42 million Americans.

President's Plan from Florida Resort

As Saturday's meeting got started, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Support

Multiple Republican senators welcomed the proposal, which is similar to a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is truly better for the patient," one senator said.

Another senator praised Trump's proposal on online platforms, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Reaction

Democratic lawmakers shared concerned responses to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the censure of insurance companies by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? Then I applaud your support for Medicare for All."

Ongoing Talks

The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an openness to an developing plan from a handful of moderate Democrats to terminate the shutdown in return for a future vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another way ahead" after Republicans turned down an offer to reopen the government and continue the payments for a year.

Another senior Democratic senator persisted in maintaining that Republicans should agree to a one-year extension of the subsidies before negotiating the future of the tax credits.

"Inaction is irresponsible because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."

Political Dynamics

Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the support of several Democrats to restart the government, and the idea of eliminating and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Several analysts indicated that the core of such a plan would eliminate the ACA's mandate that carriers cover individuals with pre-existing conditions.

After his golf outing, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that was unsuccessful to garner enough support in 2017.
